We had 5 people pushing Windsward from 25% to 100% over the span of 2-3 hours. Quests were worth a little over 1% each due to the attackers advantage. Our company turned it at least 30% of this territory, while the other company turned in at least 10% for certain. Neither of us were able to declare war. Hovering over the button, it stated that we both did not have enough influence to declare war. An hour later, the button now said an invasion was pending and we could not declare war. The territory lost its conflict standing, and 12 hours later has not had a corruption declared.
Not a single company that was known to take part in windsward either today or the past week was able to declare war.
We believe the mechanic implies 10% of the total influence since the last conflict. If this is the case, there is an impossible floor to 10% being created the longer a territory is held. If the opposing influence does not delete the influence of other companies, a company that even pushes a territory to 100% could still not have enough influence over the entire span to be able to declare war.
If intended, this is incredibly confusing, frustrating, and punishing to small companies. If this is the case, the new meta JUST to be able to declare war is to farm for influence even if you have no intention of declaring war any time soon, just so your company can take up a large part of the influence pool.
Opposing faction influence should completely delete the records of past company influence, OR have their records decay over time. Additionally, at least one company should be able to declare war even if none of them reached 10%. As it is now, territories are being thrown into conflict without anyone able to actually declare war, resetting the attackers advantage for everyone on the server.
We believe other companies have had this issue as well, where our territories have been thrown into conflict at a random times by a few people, but never declared on. This is not confirmed however.
