Not sure if this is intended, or an oversight, but it should either apply while flagged, or you should change the wording in the PvP bonus message to specify that it only applies to player/mob exp.

Ah man, that’s a shame. I was hoping it applied to fishing. Imagine catching a player underestimating a solo fisher 
Yea, even if they added the 10% exp boost to gathering, you would still only see 1 flagged person every 2 hours.
Your servers PvP is that active?
