There is discussion of being allowed to swap perks on armor with those who can’t get BIS wanting it while those who already have BIS being extremely upset at the idea of it. Why not allow for the swapping of perks, but with the perk swapped in being a LESSER version of it? The difference in value (gold and prestige) between BIS and ALMOST BIS is massive, but the casual players who can’t buy BIS don’t really care that much about it. So instead of “Refreshing Evasion” granting .86 it would be “Lesser Refreshing Evasion” granting .5; instead of “Resilient” granting 4.5% crit reduction it would be “Lesser Resilient” granting 3% crit reduction.
The degree to which the “lesser” versions were weaker could be tweaked to find a balance between the BIS being meaningfully better, while people who are casual can still get the armor they want (or closer to it than they can reach now.) Alternatively or in addition, you could make it so that every perk could be swapped or upgraded, but that swapped perks COULDN’T be upgraded. So “Refreshing Evasion” that was on the armor without being swapped in could be upgraded to “Greater Refreshing Evasion” but that “Refreshing Evasion” that is only there because it was swapped for Mining Luck could NOT be upgraded to a “Major Refreshing Evasion.”
Since this is such a simple idea, I will edit/link to whatever post suggested this first. I’m not trying to say this is an especially involved or clever idea, just would love this as a solo player who will never be able to afford BIS. And also wanted to know what the DEVs thought of this as a third path that makes everyone happy-ish.
