But what if everything else is regulated around the timing of the ringing of the bells? What if a more punctual bell ringer would in fact cause everything else to suddenly be late because it happened when the bells used to ring instead of the correct time?

I think it is the one you least expect. Who depends most on the bell? The Mayor? The Priest? The innkeeper. I think we need to suspect EVERYONE!
