An idea to help balance territory control in the long run

With server transfers being a thing, every server is going to eventually devolve into a single faction server where one faction controls 90-100% of the map. People on the losing faction will simply server transfer to another server where their faction is winning. This WILL happen in time, unless something is changed.

Here is my idea for a simple fix: cap the number of territories a single faction can control to ~5. This guarantees every server being at least a 2 faction server. The top faction can still control the most desirable territories, and the smaller factions get to at least play the game. Additionally, give a war buff to the faction that controls the least territory, making it more significant against the factions that control more so that territory is flipped more easily. There is already a war DEBUFF, but this only applies to COMPANIES that control more territories, not factions, so smart faction control results in no debuffs ever.

Thoughts?

I don’t see why this is a problem.
People are already getting war fatigue – just like in real life. The want for peace and stability is normal.
Get busy fighting Corruption Wars instead. I bet the Corrupted won’t try to lag you out with Ice Storms.
