Animal Instincts quest not showing on map

To get the tier 3 camp, the npc doesn\t have the quest.
I did all of them he gave out but none of them upgraded the camp.
Is it bugged or something? Searched the whole map and the journal quest list.
I’m level 32, the quest was supposed to unlock at 25…
My camp is in the back.

i still only have T2 camp. after the mission completed.

and my friend get T3 camp…seems a bug

I find out I skipped LV2 campfire quest.
after finish LV2 campfie, I can make T3 campfire

Yea i just found out, there is the Friends in Fashion quest in Monarchs Bluff.
After finishing that you unlock the tier 3 instantly if you already finished the tier 3 quest.

I hope you have already resolved this but just in case, I found the quest Southwest of the city instead of inside the city.
