Animations slower than others

Has anyone figured out what causes people’s animations to be slower than others?

I run slower than others, swing my weapon slower than others, and basically every animation just takes longer.

PvP is not an option with this bug, and even questing with a group gets old when they have to stop and wait for you to catch up.

And before anyone asks, no its not that I’m not getting a road speed buff. I can keep up with someone who isn’t running on the road, but get left behind the moment I step off. There is a clear speed difference on roads.

I also have the exact same system specs as a buddy I play with who has no issues at all.

Searching on these forums just shows a bunch of old bug reports that were never responded to.
