Are legendary items for crafting legendary weapons obtainable?

Before 1.0.5, legendary items such as Enchanted Bow String weren’t obtainable which meant that legendary weapons that required this item weren’t craftable. The patch notes mention this change:

Fixed an issue preventing gear score to increase past 589 from drop rewards.

Does this mean that now those items are obtainable or no?
