Are off-hand weapon perks when using main-hand weapon active?

I noticed the off-hand attribute stats take affect when the main-hand is active, but I can’t really tell if the same goes for the weapon perks. Could someone enlighten me please?

Stats yes, perks no.

Stats apply, unless you’re talking about Sword and Shield.

Shield doesn’t apply stats currently unless it’s actively in your hand.
