People are transferring servers as soon as one faction begins “dominating” theirs, if transfers are permanent, everyone will just keep transferring to “balanced” servers. If transfers were disabled after a while, it would force people to actually fight back and balance out their servers instead of just giving up.
Do you think people are willing to pay that easy for server transfers, every time this happens ?

And here I am always joining the underdog faction. I would hate it if my factions owns the majority of the map.
At some point I assume AGS will have the capacity to implement a faction-lock before you transfer. E.g. you cannot transfer to a Syndicate server when they are already overpupulated.
I transfered because my server was dead. I dont care about faction balance as much as I do server population.
You do realize that there is only one free transfer? I cant imagine someone being dumb enough to constantly play for transfers. And you gotta be dumb to transfer just because of your faction losing.
