Every server just needs one spillover server that is a copy of the main server (updated a few times per day). While on the spillover you still in the queue for the main. No wars.
If you’re on a war roster scheduled for that day, you get priority or something.
You can incentive the spillover for people who don’t care for the “territory” stuff.
