I’m looking for the quest to upgrade to tier 4 (Tier IV - Race for the Box quest (Level 50) but the npc is not there. I went to Restless Shore and nothing. What am I doing wrong or is this a bug?

same, not sure what happened but cant see the main mission quest. lvl 53. not unpinned or anything just shows its not there when people get the quest. went to restless shores to see if it was bugged and can still grab it. can confirm, cant grab it still lol

The quest appeared for me after I completed the dynasty expedition.
