Balance healing with a new weapon

Scepter, used with a shield. Focus based. Left tree is defensive like fortify and debuffs, right tree is single target healing. Melee, decent damage but no offensive skills.

With this, reduce the LS single target heals significantly, reduce cast times and add more utility like adding cleanse to LE, and grit and empower to DE. Something like this. Reduce/remove the fortify from anything other than orb. Increase normal attack heals on friendly, a lot.

I dunno, consider it.
