secondly, there is already numerous names that are not allowed to be created due to actually being in the game. IF and that if is capitalized, that was the case, High King would not have been allowed to be created in the first place.

Not been able to find New World’s character naming guidelines, but it’s not uncommon for MMOs to ban the use of ranks and titles in character names.
And really, you can’t just go around calling yourself the High King. You want that level of respect from people , you gotta earn it 
its not tyranny. Its the terms you agreed to when you chose to purchase new world. Rules and regulations. Is it tyranny to have to wear a proper nametag/uniform to work? No. It’s policy you agreed to.

Is it possible they have the name lined up for a future NPC maybe and they dont want people with the same name so are trying to get you to change? It would be very odd if this was the case i admit but …
the names already used in the game. and solidified in lore.

Thanks - so I don’t see a specific ban on titles there, but they have a clause about “other, game-specific rules” and as others have pointed out there’s a High King referred to in the lore.
Would go for “Evan HigherKing” just for the laughs
