Did relog fix it for you? I had same issue with a Gaxe drop. I either had to relog or deposit and pick up and then relog.

btw. looking at them just now, says it is locked (however, the lock function is nowhere to be found):
It probably toggles OK, but only shows after relog? other items do have Lock/Unlock as an option. Why not this one?
I have a guess I would put some money on: It was never intended to be salvaged in the first place, but that hard lock hasn’t been added to the item properly (and/or there is no icon for it)?
