Topaz drops with a lower rate for beast type monsters (wildlife). Maybe, the drop rate is different across monster types or levels. -

It took me way longer for beast type monsters to get 10 topaz drops if I get to 10 at all. -

What are the steps to reproduce the issue as you experienced:
So, normally I combined Topaz with Emerald Gypsum by skinning wildlife/beast type monsters lvl 58 in Edengrove. That took often up to 60 Min if I get the 10 Topaz at all. So I changed the place and farmed Lost Type Monsters (Lvl. 58-60) at the Cathedral in Northern Ebonscale, what resulted in me gaining the topaz a bit longer than 30 Min.
I repeated this several times, means one day the one or other monster location for topaz farming and it showed consistently that wildlife has a lower drop rate. This may be because of the monster type or something else.
EDIT #1: I should have added that the amount of monsters killed were around the same for both farming locations.
