Between Innkeepers quest bugged

• Describe the issue you are experiencing: So I had to turn in Between Innkeepers quest but decided to keep it with all the progress so I could get the azoth reward when I’m not capped. The progress of the quest was saved even though I changed worlds, which was great. However, yesterday, after I’ve started running low on azoth, I’ve decided to turn in the quest and get it’s reward. When I opened it, the progress was kinda gone and it said I have to go to Monarch’s Bluffs innkeeper and talk to him. When I talked with him, there wasn’t an option for the quest at all.

I am similarly experiencing this bug trying to complete the quest in Monarch’s Bluffs. I get the sense that it might have something to do with being over level 25 as the NPC dialogue is now focused on telling me to travel to Cutlass Keys.

Experiencing the same issue.
Demetrius Biton won’t talk about the quest. I am level 21.
I started in monarch bluffs then traveled to First Light did all the quest I could over there and then tried to complete this one but can’t
