Character name JFS4, tried restarting pc, updating windows, updating drivers, verifying files in steam and my quest list is still blank every time I open my journal.

If you’re on the “Head of the Snake” quest you will have to finish the quest to correct this problem. This is a very well known issue, check here: Head of the snake bug - #10 by S1lence1 for what I did to fix the issue.

Appreciate the additional info! If you don’t have the quest Head of the Snake and still cannot access your journal, please let us know.
Otherwise, @S1lence1 is correct. This could be because of a known issue and there is currently a workaround for it.

I would love to see this issue resolved though, there’s 2 of us referring players to the workaround. @JakeL has done the majority of the heavy lifting.
