- Is this a bug or an exploit: Exploit? as there should be a cooldown on how often you can create new characters and how soon you can transfer gold after creating your account

Stand in any starting town like Everfall or Windsward and watch the low levels with random names. They will do quests and log off once they finish them, presumably sending gold to the main account, deleting and starting over.
I tested the method myself by making a new character and seeing how much gold you can make: I got 450g in 20 min, so these bots are generating approximately 36k gold / account / day
