Bow Passives missing for anyone else?

Just wondering if anyone else had this happen before i send to bug reports. I personally noticed when i got on today after scuffling with some mobs in BS , my Bow passives for haste after dodge and empower after dodge were missing/not proccing? Did i miss something in patch last a.m. or is something amiss?

And before anyone asks, yes, light equip load.

This happens to me quite often, the fix is to go to your date and time settings for your PC and hit “sync now”. If that doesn’t help I’m not sure what else could be going on.
