I dunno if you can see that but that’s my Quest Item inventory after killing him and looting him and skinning him twice.
What are the steps to reproduce the issue as you experienced: Kill bear. Loot bear. No paw! (not very impressive)

10/31/2021 12:26 EST - Just killed the bear a 3rd time, no Impressive Bear Paw. Time to Abandon yet another broken quest.
Took me 4 attempts, seems you have to try and keep Broadpaw in the small open area where they spawn in order for his paw to drop when skinning them. (seems like the paw only drops while you skin them in the very small quest area)
I’d suggest running around the area a bit to see where the quest text changes to see the area you have to keep him in.
This seemed to solve the problem. Killed the bear twice, skinned twice, no drop. Third kill, killed him nearly on the mouth of the cave and the paw dropped.
