Currently most abilities on melee weapons deal less damage than normal/Heavy Autoattacks.
Tested with warhammer:
Mighty Gavel second strike for 200% weapon damage did 2000 damage-
Heavy charged auto attack did 2150 damage-
/ this goes for basically every single ability in hammer/axe/hatchet/sword tree.
Abilities should do more damage than auto strikes, and this all leads to people just picking abilities with cc or good actives over the possible damage perks.
Well, heavy attacks have a wind up, most abilities have a much faster cast time in comparison.
For example, a bow heavy attack is 170% damge, while penetrating arrow is only 150% because it’s instant cast.
Although it’s true that some abilities are undertuned numbers wise, for a lot of others the issue isn’t numbers in my opinion, it’s that a lot of them have weak effects and feel underwhelming and arent worth using over winding up a heavy attack or just picking another ability.
Like Stopping Power (musket). 10% slow? Really?
Without testing your premise, that is a good thing and most likely intended.
If abilities are the main source of sustained damage, that leads to “rotational” gameplay the way you see in most traditional MMORPGs, where you are encouraged to just use abilities when they come off cooldown to maximize your damage output.
An action based combat system on the other hand, like what New World wants to achieve, is better off if abilities provide utility that is useful in specific situations. Such as crowd control, burst damage or AoE. Basically the point is to not just use skills ASAP when they are available but set them up for maximum effectiveness.

But yeah, some abilities are underwhelming/undertuned.
There are so manny problems with this.
1: if the entire game is all about just auto attacking then why even have abilities?
2: Why are Some abilities like whirlwhind on ha, or gavel Pure damage but deal less than normal autos? Shouldent they do atleast doubble damage? or tripple?
3: some dude mentioned that spells have a shorter windup time, have you ever tried to land shockwave/gavel/clear/maelstorm/execute in a 1v1 pvp without any predetermined cc? Its literally impossible since the windup is abysmally long.
4: If what you say is correct then all abilities should just have support passives, everything should be a pure slow/stun etc, but yet we have abilities that are supposed to deal damage but simply dont…
