Typically, attribute bonuses persist on all items regardless of active weapon for all slots, EXCEPT the shield, which is to discourage slotting a shield when not running a sword. This is understood.
However, the removal of shield stats still happens when wielding a sword in the offhand. This is incorrect. Sword/shield stat itemization is balanced around the stats from (sword + shield) being equal to any other 2 handed weapon. When any other weapon is in the offhand, it still grants its attribute bonuses. Shield, when worn with a sword, is the only item in the game that does not do this.
Therefore, when using their offhand weapon sword/shield users receive an attribute penalty equivalent to several levels compared to all other weapon types. If a great axe + hatchet user has baseline L60 stats, a sword/shield + hatchet user with the hatchet out effectively has stats equivalent to ~L57/L58.
This has the secondary effect of removing the stats for your shield when you open your inventory (because the sword/shield then count as sheathed, and the shield stats immediately disappear). You can actually see the stats decrease in the first second you open your inventory. Even with sword/shield active, this causes the inventory and attribute (K → attributes) screens to show DIFFERENT VALUES at the same time.
Potential fix 1: When a sword is equipped, the stats from a shield should count at all times, sword active, sword offhand, sheathed or not. This would bring sword/shield users to the same attribute levels of all other weapons when wielding their offhand weapon.
Potential fix 2: Remove all attribute bonuses from all shields. Rebalance attribute bonuses on swords to match the attribute weighting of all other weapons.

Open the attributes screen (K → attributes). With a sword/shield equipped as one of your weapons and the attributes screen open, press the hotkey to switch weapons. Your attributes change. This shouldn’t happen, and does not with any other weapon.
Alternately, with a sword/shield equipped, open inventory and watch your stats carefully the moment after the inventory UI opens. The stats awarded by the shield disappear (they flash red momentarily). Again, this shouldn’t be happening and is confusing to players.
