Describe the issue you are experiencing: Can’t declare war, our company pushed influence for about 50% to 100%. Not sure if this is tied to money transfers being disabled, but we spent a lot of time pushing for the conflict and ended up not being able to declare war.

(if a bug) How did the issue effect your gameplay: We pushed for 100% conflict but can’t declare war. Our faction wasted a couple of hours to push for conflict and can’t declare war.
