Describe the issue you are experiencing:
When casting Ice Storm on any boss or named elite, the Ice Storm ability tick damages them once and then does not deal any damage for the remaining duration of Ice Storm.
I am aware of the other bug with Punishing Storm causing Ice Storm to disappear when you switch weapons, and I do not have this perk on my Ice Gauntlet, nor did I switch weapons when experiencing this issue. -

(if a bug) How did the issue affect your gameplay: Negatively, I deal reduced damage to bosses and it almost renders my one weapon useless in certain scenarios.
