In order to switch going forward, you will need to have completed the respective Faction Initiation Quests in Everfall.

I’m experiencing the same issue and I have just completed the Initiation Quest that was in Everfall. I am trying to switch off from Marauder to Covenant. I’ve followed that questline up to the Marauder’s Enclave. I dont see any other quests to pick up and the option to change factions is still greyed out. Also, the game is telling me to talk to a representative if I want to switch, but none of them seems to be giving me an option when I actually speak to them.
