Doing Syndicate faction mission: “Procure: Skysong Shrine” the Covenant satchels the mission asks you to obtain do not drop from anything in the shrine or above crypt. I have killed every mob and opened every chest 3 times and still have zero. My in-game friend has the exact same issue.
It is a bug and has happened during many times during the day and night.
Are you sure you’re in the right location?
Yes i’m very sure. I recently switched from Covenant to Syndicate and have done this mission as Covenant dozens of times successfully. It’s where I get my daily Topaz and I grab whatever Skysong missions that happen to be on the town board and faction guy. I also finish by killing Ming for Obsidian a few times.
