Bugged fishing questline [multiple bugs]

• Describe the issue you are experiencing: I have recently come back to New World after not playing for over a year. I went to check my fishing quest progress and could not discern where I was in the quest. As I went around looking for a quest at the various NPCs, I found that Dena Ruby was missing (see attached photo). Then after realizing I could check my progress via achievements, I found that my progress had reset to 0/15 when I am quite confident I had done at least the first few quests. When I go to Michael Shields to find the first quest, he no longer offers a quest that I can take. To summarize, the 3 bugs are:

1. Dena Ruby is not spawning
2. Fishing Questline has been reset to 0/15
3. Michael Shields does not offer a quest for me to start the fishing questline

Based on other posts I have seen, this may be isolated to accounts who played near launch and then came back recently, though that would not explain the lack of an NPC spawn on the server.
