Bugged NPC - Can't turn in quest

Hi guys please see the screen shot.

I have logged out and in and I can’t hand this quest in. This happened just after the servers came up. Can this please be investigated. I can’t even speak to him - The quest is strength of earth.

After abandoning the quest I still can’t speak to him.
