Have had the same issue since forever. Not sure how its not fixed yet. Replying so it doesnt just close without a resolution like the rest of the posts.

Make sure all of these are done.
I completed those all and even completed all of the quests in all of the original starting areas just to be sure I didn’t miss something.
Sorry, that was the only thing I found about it.
I asked in Global Chat in game, and a few others said they too are having that same issue, and they completed all of the quests as well.
I hope they resolve it for you soon, nothing like forgetting to make your daily gypsum and cant even make it on the go because your camp wont upgrade to the required level.
HOW!! How are there weekly patches and this is still not addressed?
got same problem here. finished all quest. it started when i saw the quest on edengrove. i noticed that my camp was tier 3. so i accepted the quest and upgraded it to tier 4. i looked online on how to get tier 5 and saw that i havent finished the quest in cutlusskeys. so i did that. but there were no rewards for tier 5 camp. now im stuck at tier 4. so i tried doing all quest on the towns where it should give me the reward., but still none. finished all quest just to be sure.
Imagine. Im stuck at camp t4 and azoth staff t1… And there isn’t any news about these bugs again. Wasted season+season pass.
Same they had my ticket “escalated” to the technical team but haven’t heard anything since. Its been over two weeks with no response or even an update…
It almost seems that if you want a tier 5 camp your best bet is to just make a new character as the whole moving around camp upgrade quests has messed the camp up for players such as myself with little hope that it will be corrected or even address…
