With the new fresh servers going locked, Can i create character for friend on his/her steam account before she downloads the game so when shes downloaded it she’ll be 100% on my server and play on that character on her account and pc when it has been downloaded?

Welcome to the forums. 
If you wish to create a character for your friend then you need to login to their Steam and Amazon account and then get the game installed on your system, then proceed with the character creation, in that way when your friend logs in later on their gaming rig with their credentials they’ll have the character ready to play.
