Any information on if we are going to be able to transfer to a server in a different region or can we only transfer to another server in the same region?

I have been looking for this answer everywhere. My friend is moving relatively soon and grinding in different region. When transfers open he is going to bring it over to my region and server. Need to know now if he is wasting his time.
The answer to this is Yes you can transfer to any available server in any region according to their Twitter. What “available server” means wasn’t clarified though.
