Can you elaborate on server transfer?

One of the conditions that does not allow you to transfer to a server is **"You cannot move your character to a world set that you have an existing character in already."**. Does this apply even if you want to transfer within that world set?

e.g. I have character B in world set X. Will character B be able to transfer to another world within world set X or do I have to transfer to a different world set and then back to do this? Character B is the only character in the server region.
