I need this person to upgrade my Azoth Staff, which is currently at T3. I have checked all the locations they are supposed to be and do not find them. I have no quests to reset and my internet connection is fine. Anyone have any ideas?
Same problem here…cannot find Rima Bahar…I’ve been to 3 different places that the WEB states to find her…no luck.

i have been there but she was not present in the Inn. ( Bar)
My Guide says that she will be located in Edengrove afterwards but i also could not locate her there.
Does anyone know the location of Rima Bahar in Edengrove?
I did the Thopre quest (solo option) which eventually led me to Rima and I was able to upgrade my staff.
What do you mean the "Thopre quest (solo option) " where is this located and who gives it?
it’s a quest in the expedition Undepth. (Untiefen in german) There is also a solo mode. I could not get it running. Had to go twice into Expedition using Group finder . After second time it worked. Now after 3 more quests i met Rima Bahar in the Bar in Edengrove.

Thanks…I’m on the quest story now. Defeated Thorpe in a group. Couldn’t find the solo option…didn’t seem to be available to me, even at lvl 60. 
. Let’s see how it goes. All this just to actually get some quests in Brimstone Sands. I have the bug where no quests show up in that area. 
You have to talk to the quest-giver again for the solo option.
One thing that still needs improvement is quest continuity and clarity in New World. It’s too easy to get to 60 and miss huge portions of the story and content. Had you not told me how to get the solo option I would have completely missed it!
