Cannot Restart/Complete Quest: The First Thing I Remember

• Describe the issue you are experiencing: Quest “The First Thing I Remember” was stuck and I abandoned it to try to restart it, now I cannot restart the quest because the NPC Santiago Salazar is no longer at his original location.
