Cannot turn in Faction quest at Enclave Representative

I have not finished the NEW joining-Covenant quest so presumably this is the reason why I cannot turn in my Everfall Covenant Faction quest here at the Enclave.

But in such a case, there should not be a quest marker here indicating that I can.
