Welcome! Did you happen to join and purchase sometime during the free weekend? If so, the timer doesn’t start until the time of purchase per a community manager comment below. You have to meet BOTH of the timeframes of > 72 hours account time AND 3 hours play time.
If those are both fully met, then you may want to reach out to support to see if they can also raise this as an issue.

Were you able to resolve the issue? Seems like you need more play time for everything to be enabled like @yesitsphoenix just wrote.
