Describe the issue you are experiencing: We put Cutlass keys in conflict but now we cant declare war because it says there’s an upcoming invasion on the territory. The thing is, there is no upcoming wars in this territory and it doesn’t appear in the upcoming wars section. The invasion is just non-existent but holds us from declaring war.

What are the steps to reproduce the issue as you experienced: Put a city in conflict which is also close to an invasion, i guess ?
