Can't declare war - Not enough influence

• Describe the issue you are experiencing: We got the influence in Cutlass Keys reach 100% and we cannot declare war. The button to declare shows that we didn’t contribute enough influence as a guild, although we did almost 30% of it.
• Is this a bug or an exploit: Bug
• (if a bug) How did the issue effect your gameplay: Can’t declare war, and we are the smallest faction in the server.
• (if a bug) Were you able to recover from the issue: No

UPDATE:

Syndicate got the same bug in two territories (Mourningdale and First Light) just a few hours after what happened to us.

Happen to us in Vingolf - NA East. We placed Weaver’s Fen in conflict after doing 80% of the influence just to have this message pop on us.
