I was trying to restart the quest Cold-Forged Hearts, which is listed as 4/8. However I can’t find James Sexton where he is supposed to be, and I’m not sure how to get back into the quest line, or even know what I’ve completed. - Is this a bug?

Here is the quest I mentioned. You can see I’m half way through Cold-Forged Hearts, which starts with Shadows Cast By A Final Salute, which is given by James Sexton. But James Sexston is not there any more.
Here is where I believe he should be found.
