Can't Replace Socketed Gems

I logged in, bought a gem, and replaced a socketed gem successfully. I bought another gem with the intent of replacing a different socketed gem when I encountered this bug. Now, when I grab the new gem, it is ignoring currently filled sockets. Currently filled sockets do not “activate” (increase in size) when I pick up the new gem with my cursor. Empty sockets do activate.

[Update] Some (but not all) empty sockets also fail to activate when I grab the gem, and will not allow me to socket it.

If it’s an elemental gem and you are trying to put it into an item that has a different elemental type perk such as chain, then you can’t put a gem into it. For example, if your axe has chain lightning, you can’t put a ruby gem into it.
