I’m sorry that you are unable to transfer your character to US East, as it says that character slots are full in that region, though you don’t have them full.
Since you have tried the file verification, and also complete reinstall and the problem still persists, looks like the character is still active in the background or something like that, and due to the nature of the issue at this point which requires some in-depth investigation (logs maybe required), requesting you to please reach out to our Live Chat Support as they are in the position to create the tickets that the devs end up reviewing.

Do you possibly have some characters on PTR? The update happening today at 2am ensures those don’t count towards your limit.
