I tested multiple weapons on live AND just tested on PTR and not a single weapon with chain perk on it bounces between targets. Only thing that happens is the target you HIT with a light or heavy takes the extra damage but it does not bounce at all. There was a post about this way back in december and this bug has still not been addressed or fixed.
