Character stutter & spazzing

• What server/world did you experience your issue on: Lagado
• Describe the issue you are experiencing: Character stutters and spaz out like crazy everytime I use a skill, normal attack, get hit by enemies or even gathering. Everything started after this latest patch. It was all fine before the patch.
• Is this a bug or an exploit: BUG
• (if a bug) How did the issue effect your gameplay: I CANNOT DO ANYTHING WHILE IN STUTTER AND SPAZZING ANIMATION

The problem, the extreme stuttering and the spazzing out still exist after the latest patch today. No matter what, normal attacks, getting hit, dodging after skills or attacks, gathering, mining, my character will spaz out like crazy and I am unable to do anything during that timeframe.
