Chat bubble Overlay stuck on screen for a long time

• Describe the issue you are experiencing: I have this faint UI stuck on my screen, barely noticed it, but still there (and no it's not a screen burn, otherwise it wouldn't show up in a screenshot). I had to turn down my exposure to show it in the screenshot, not all monitors capture it.
turns out it was someone's message i was in Everfall fort in when they typed it, and noticed it when i was leaving Restless Shore fort after capping it.

• (if a bug) How did the issue effect your gameplay: annoying to look at, might have to restart the game.
• (if a bug) Were you able to recover from the issue: yes, after i was in town, the town project completion cleared it from my screen.
