This is the relevant text from the last major patch notes:
“In addition to gypsum drops, each expedition boss will guarantee a random Expertise bump (note Arena bosses also guarantee a bump)” [text in bold is main relevant point of interest]
This isn’t working as intended, unless I’ve interpreted the above text from patch notes incorrectly.
