Yep and where in there does it restrict posting to global. The only real big change was this.
Added restrictions to prevent player-to-player trading and currency transfer from characters under level 10, or whose account is less than 72 hours old. Logging in after your account is 72 hours old will enable your ability to trade and transfer currency once you’ve hit level 10.
Remember just because a person spamming global with ads. Does not mean they will be the on giving you your money. it could be from a “safe” account that is over level 10 that can trade coins / gold to you. The lvl 1 is just spamming ads.
