The company controlling two territories for our faction left the server.
I assume as the company is no longer listed the only option is to let other factions capture them or we they will be downgraded over time through invasions.
Since the company is gone no leader(s) are available to manage upgrades for the taxes incoming to a now no-longer-present company. The city still says they are in control but their company is not listed anywhere in the registered companies on the server.
Update: I know events can auto-populate sign-ups but with no one to coordinate upgrades it’s basically an abandoned city. If a company controls territory the leader should have to hand over control of the company to another member before being allowed to transfer. Or some similar basic protection mechanism to prevent abandoned cities.
