It’s against two rules. They sold the city so that is win-trading and they threw the match to have them win…so Hers broke two rules in one go.

Win-trading refers to the pvp exploit people were using in beta to farm character and weapon xp, where companies from competing factions would farm each other. It’s not about wars and selling cities. Selling cities is not against TOS.

Its open to interpretation on that one in my opinion. But even if you want to go that route…did they not throw the match?
They literally traded a win.

If you were meant to sell cities to other factions you would literally be able to.
They lost a match on purpose for payment, that’s not how the game is meant to be played.
Oh no, ingenuity can’t possibly be permissible.
Oh well please point me to the instruction manual that tells me exactly how the game is “meant to be played”. This is emergent gaming and it’s what MMORPG’s are all about. If you want the territory, win it or buy it. Everything else is just salt.
