Describe the issue you are experiencing: I was grinding portals with a group and after finishing about 15 portals I only gained XP from like 2, no mastery or character xp at all.

(if a bug) How did the issue effect your gameplay: Could not understand how the bug started, But i was in Brightwood when it happened. Was already grinding about 5 hours prior in Weaver/Mourningdale. And Literally after 30mins of closing portals all xp/rewards ended. Also this Bug allows me to toggle PVP on and off away from sanctuary. I can also make campfires inside the settlements now for some odd reason.

What are the steps to reproduce the issue as you experienced: Closed a portal with a group, got nothing. Closed A portal Solo got nothing. I mean it seems to be happening a lot since more people are posting this issue more in Global/Help Channels.
